China’s artificial intelligence (AI) industry is doubling down on open-source large language models (LLMs), signaling a strategic push to accelerate global adoption and foster deeper collaboration among developers, enterprises, and academic researchers.
Leading the charge are tech titans like Alibaba and Baidu, alongside rising AI startups such as DeepSeek, all of whom are embracing open-source principles to democratize access to cutting-edge AI tools. This momentum reflects China’s growing confidence in its AI capabilities, as well as a clear intent to shape the next phase of global AI innovation.
At the center of this movement is ModelScope, Alibaba’s open-source AI model community platform. Since its launch in November 2022, ModelScope has grown into China’s largest AI open-source hub, hosting over 70,000 models and serving a global developer base that surged from 1 million in early 2023 to 16 million by mid-2025, spanning 36 countries. The platform supports developers in training, fine-tuning, and deploying multimodal AI models, capable of processing not only text, but also images, audio, and video.
“By simplifying the development and deployment of AI models, we hope to empower developers and enterprises alike to create transformative applications,” said Zhou Jingren, CTO of Alibaba Cloud Intelligence. He emphasized Alibaba’s vision of making AI more accessible and impactful across society.
In a similar vein, Baidu recently open-sourced its Ernie 4.5 multimodal foundational model series, including a 424-billion parameter mixture-of-experts (MoE) variant, one of the largest publicly released AI models to date. Built on Baidu’s proprietary PaddlePaddle deep learning framework, the Ernie 4.5 family demonstrates state-of-the-art performance in language reasoning, knowledge retention, and visual understanding across multiple benchmarks.
Experts say this wave of open-sourcing marks a turning point in China’s AI journey. According to Zhu Keli, founding director of the China Institute of New Economy, the move lowers the technical barriers to entry, making AI development more inclusive and scalable across industries like automotive, manufacturing, finance, and education.
“China’s open-source approach enables more players to join the AI revolution, from resource-strapped startups to global developers, encouraging experimentation and speeding up real-world adoption,” Zhu said.
Indeed, China’s open-source AI strategy diverges from the more closed, proprietary development models often seen in the West. By making LLMs widely available, Chinese firms are betting on a collaborative ecosystem to spur innovation, reduce costs, and gain traction in specialized use cases around the world.
Pan Helin, an expert under China’s Ministry of Industry and Information Technology, believes this direction could position Chinese AI firms at the forefront of global innovation. “Open-source collaboration allows for faster customization and refinement of industry-specific models,” he said. “It’s an approach that not only levels the playing field, but also fosters a more competitive and diversified AI landscape.”
One notable success story is DeepSeek, whose open-source models have drawn international attention for their performance and transparency. These contributions underscore how Chinese startups are increasingly recognized as global players in the race to build next-gen AI infrastructure.
The market trajectory supports this optimism. According to CCID Consulting, China’s AI industry is projected to reach 1.73 trillion yuan ($241.2 billion) by 2035, representing over 30 percent of the global market.
As China continues to unlock the power of open-source AI, it is not just catching up with global peers, it is reshaping the future of how AI is developed, deployed, and shared.
