Alibaba Cloud is making aggressive moves to deepen its presence in Southeast Asia as part of a broader, global artificial intelligence (AI) infrastructure expansion strategy. This week, the Hangzhou-based tech giant launched its third data center in Malaysia and announced plans to open its second data center in the Philippines by October. These developments are part of a multi-year initiative aimed at accelerating the buildout of Alibaba’s global cloud ecosystem.
The strategic expansion underscores Alibaba’s sharpened focus on AI-driven growth beyond China’s borders. In a statement released on July 2, the company reaffirmed its commitment to global cloud dominance, with CEO Eddie Wu announcing that Alibaba will invest more than US$53 billion in AI infrastructure over the next three years. The buildout will cover key regions including China, Japan, South Korea, Southeast Asia, the Middle East, Europe, and the Americas.
“Globalisation is Alibaba Cloud’s long-term strategy,” Wu said in a recorded message during an event in Singapore, where the company also unveiled a new Global Competency Centre. This centre, based in Singapore, aims to support over 5,000 businesses and 100,000 developers by providing access to Alibaba’s cutting-edge Qwen AI models and other generative tools.
Alibaba is positioning itself as a serious global contender in the AI space, matching moves by U.S. tech giants such as Amazon, Microsoft, and Google. The Qwen model family, which powers a growing number of enterprise AI applications, reflects Alibaba’s ambition to lead in the race toward artificial general intelligence (AGI)—a level of AI with human-like cognitive capabilities. Wu emphasized in February that AGI is now the company’s “primary objective.”
Beyond Malaysia and the Philippines, Alibaba has also announced new infrastructure projects in Thailand, Mexico, and South Korea, showcasing a diversified geographic commitment and a clear pivot towards global AI leadership.
The timing of this expansion is also significant. It comes just months after the rise of DeepSeek, another Chinese large language model developer, captured international attention. Alibaba’s assertive global strategy seems calibrated not only to compete with Western incumbents but also to consolidate leadership within the growing ecosystem of Chinese AI firms.
With global AI adoption on the rise, Alibaba’s latest moves signal that China’s leading cloud player is determined to be a foundational layer in the AI revolution not just in Asia, but worldwide.
