China’s position as a global leader in artificial intelligence was once again highlighted at the 4th Global Digital Trade Expo in Hangzhou, where Russian Deputy Prime Minister Dmitry Grigorenko praised China’s achievements and signaled Moscow’s strong interest in AI cooperation.
Grigorenko, who also heads the Government Executive Office of Russia, said he came to Hangzhou to witness world-class innovations and learn from leading digital technologies. He emphasized that China is “one of the global leaders in AI,” with advances not only in large language model development but also in the successful application of AI across mature products, services, and industries.
“We are interested in cooperating with Chinese companies, and we have indeed discussed these topics,” Grigorenko told the Global Times, noting that direct conversations with Chinese enterprises have already taken place during the expo.
For Russia, artificial intelligence has been identified as one of the most promising areas for bilateral collaboration with China. According to the Russian Government, current cooperation is also focused on building an independent financial infrastructure and strengthening technological sovereignty—areas where China’s expertise and innovation can provide significant momentum.
The Deputy Prime Minister noted that Russia has established an AI Development Center and is applying AI in governance and public services, but stressed that China’s achievements stand out for their real-world impact. “AI is a transformative technology that boosts efficiency, productivity, and can reshape many sectors,” he said, pointing to China’s successful deployment of AI as an example to learn from.
The Global Digital Trade Expo, held annually in Hangzhou, has become a key platform for showcasing how digital innovation is reshaping trade and industry. This year’s edition puts artificial intelligence at the center, with Chinese companies demonstrating how frontier technologies are being translated into practical applications that drive growth both at home and globally.
China’s AI ecosystem continues to set benchmarks for innovation, providing not only advanced research in language models and algorithms but also breakthroughs in industrial applications, smart governance, and digital trade. As international partners like Russia look to deepen cooperation, China’s leadership in AI is proving to be a powerful catalyst for global collaboration and technological progress.
